Leisa Fraser is an integral member of the Western Queensland Primary Health Network (WQPHN), joining the team in September 2020 as the Coordinator for Commissioning and Alliancing, Leisa joined the WQPHN Executive Leadership Team as Head of Primary Health and Commissioned Services in 2021 and recently took on the role of Head of Workforce & Service Capacity Commissioning.
Leisa was born and raised in Winton Qld, a respected Winton local, gaining recognition in 2025 as the Citizen of the Year at the local Australia Day celebrations. Leisa has strong connections across WQPHN Region and plays a key role in fostering community engagement, developing partnerships, and driving innovation within the health and community services sector. With over three decades of experience, Leisa has a wealth of knowledge in finance, human resource management, workplace health and safety, and quality improvement. Her extensive work in Aboriginal and Torres Strait Islander health and a passion for Healthy Ageing in the Outback has been instrumental in shaping her approach to Aged Care health service delivery in rural and remote communities. Leisa's strategic role on the CWHHS Board, member of the Australian Institute of Directors and presidency at Winton Community and Aged Care Services, attest to her dedication to the Health and Wellbeing of Western Queenslanders.
Leisa has been instrumental in the development of the Ageing in the Outback Strategy and Implementation Plan to provide planned and structured care for elderly people close to home.
